CHEC (Calibaja Higher Education Consortium) is a collaborative initiative comprised of universities, community colleges, research institutions, the United States Consulate in Tijuana, the General Consulate of Mexico in San Diego,
and public institutions such as the Secretariat of Education of Baja California, as well as private sector organizations.
CHEC institutions create articulated binational programs and joint projects to close talent gaps and boost the Cali-Baja region's competitiveness. This focus is driven by a binational analysis showing high demand for bilingual, skilled talent in strategic sectors (like semiconductors and medical devices) and the urgent need to strengthen skills in new technologies/AI.
